Likely, because historically speaking everything in the past has been accomplished with perfection. The standard we hold is based off the results we've seen. This error can hopefully be resolved

My repair was "mostly" satisfied, with great surprise to say it, their work wasn't as great as has been in the past. A clip to the bumper wasn't attached, we caught it and they repaired it but the repair only lasted 2 miles by the time we reached home the clip returned to unattached. We fear a shortcut may have been taken to cover that which wasn't properly done to give us a temporary satisfactory result.

If in fact the problem was solved by a shortcut to temporarily make the problem named prior to leaving that was then "fixed," to have us leave satisfied, and find it wasn't repaired properly of course then this would lead us to believe that the problem only received a bandaid and for knowledge may have been possible. This is uncertain, and ambiguity remains.
