Paint has runs where the repair was done, on the passenger side it’s worst repair guy claims it “rock chips” if it was rock chips why would you paint over it with out preparing surface, it seems like it was not dry and some how water got on it

Very bad quality work paint runs and bubbles it literally looks like a golf ball when I let the guy know he just said that it was previous damage and that if I wanted it fixed, he would do it for cheap. I really don’t understand why they would paint an unprepared surface. My car looks worse now.
