My one concern is the debit transaction surcharges posted on a sign. I was able to get the surcharge waived, but I contacted Visa and they said that the surcharge violates Visa’s merchant agreement in 2 ways: 1. Surcharges on debit transactions are strictly prohibited 2. Harley’s 3.5% fee is greater than the 3% fee that Visa charges. Additionally, I found out that debit transaction surcharges are federally illegal as a part of the Dodd Frank act
