Damaged part that wasn’t involved in accident

Sanding damage was left on my hood where no damage was reported. There was no reason for the hood to be touched and now there’s obvious sanding marks and peeled clear coat. Also blemishes on the front passenger fender where there looks to be particles of something in the paint
