Lines up bad. Headlights don?t even work

Stopped by to pick up the car after hours a gentleman in a BMW with Illinois plates was getting something out of his trunk, unlocked the front door and went inside. Once I figured out how poor it was repaired I knocked and knocked to see if I should take it or leave it for further repair. He rufusef to even answer my repeated requests. I could see him but he ignored me.
