Incomplete work

I talked to the estimator and told him that there is a part of the air dam in the front of the truck that was hanging down he confirmed it I got the truck back and I was told it was complete I looked under the truck after I got it back the next weekend and found that the air dam was just ripped out and not replaced. I sent a email to the estimator with pictures of the incomplete work I had to call him he also said he would call me back and see if I can bring the truck in and get it completed right then I have not had a reply back yet
